Pilot project for the development of autotourism "The system of autotourist routes" Siberian tract ""

The development of auto tourism in the Russian Federation should be based on the experience of already running projects, which should be considered as pilot projects for the entire auto tourism system as a whole. One of such pilot projects is the Siberian Tract.

The implementation of the "Siberian tract" project in the territories of the Ural, Siberian and Far Eastern Federal Districts, carried out in accordance with the Action Plan for the implementation of the Tourism Development Strategy until 2020 (clause 19 of the RF Government Decree No. 11.10.2014-r of 2246), has shown that the development of autotourism in these territories it is constrained both by the problems of the tourism industry as a whole and by the specific problems of auto tourism itself.

Surveys have shown that a significant difficulty for the development of inbound and domestic tourism in the Russian Federation, including in these territories, is the lack of a capacious market for targeted tourism services that allow creating competitive routes and tours for a wide segment of consumers. The choice is small: firstly, despite the unique tourism resources, tourism products made on their basis are of little interest, and secondly, the price does not meet the expectations of consumers. Another inhibiting factor is the lack of a system for promoting interesting targeted tourism services in the domestic and foreign tourism markets.

As for the specific problems of autotourism itself, they are associated with the underdevelopment of autotourism clusters, the lack of technological interaction between the subjects of the provision of services, the lack of effective information and dispatch systems for autotourists. At the same time, auto tourism in the tourist zone "Siberian tract" has a competitive advantage that dramatically increases the availability of tourist sites in comparison with other types of tourism.

It should be added that the additional advantages of the tourist route "Siberian tract", as a zone for the implementation of the pilot project, are: comparatively high-quality road surface of the federal highway; concentration along the federal highway of the bulk of attractions and points of targeted tourist services; the presence of interchanges and detours of traffic jams in settlements; saturation of roadside infrastructure services: gas stations, hotels, food outlets, car services, etc.

The proposed set of measures for the development of auto tourism in the pilot project "Siberian tract" includes the following activities:

  1. Positioning of territories and design of autotourist clusters in the tourist zone "Siberian tract";
  2. Development of targeted tourist services (CTU) based on the Siberian tract standards and their saturation of auto routes;
  3. Development and implementation of standards for the provision of basic tourist services (OTU) in the tourist zone "Siberian tract";

During the period of the "Siberian tract" project implementation, such global topics of interest to domestic and foreign tourists have been identified, such as:

The systemic reasons that prevent the emergence of such complexes have been analyzed and identified, approaches and investment scenarios for the formation of such complexes have been developed. The event tests scenarios of possible mechanisms for creating service centers for autotourists on the Siberian highway.

Relevance of the event: The tourist belt surrounding the Siberian tract route has significant potential in the form of artifacts, history, mythology, nature, figures of memory, ethnocultural traditions, event events, recreation areas. However, this potential has not been actualized in the form of a commercial product that is in demand in the domestic and global tourism markets. The Siberian Tract Association has developed a standard and technology for the formation of such a product through competitions among potential subjects of targeted tourism services, including teams from municipalities and cultural institutions. Such competitions were held in the Omsk region in 2015, 2016, in the Tyumen region - in 2016. Remote competitions throughout the territorial zone of the Siberian tract were held in 2018-2019. Competitions are an effective tool for the formation of an internal competitive tourism product.

The events are designed for developers of targeted travel services (CTU) for autotourists.

The development of the CTU is carried out in several stages. At the first stage, contests for the CTU candidates are organized in three nominations:
- event events and cultural programs;
- excursions (including interactive - quests, hikes, etc.);
- places of rest.

At the second stage, field training and practical sessions are organized, held in the indicated regions, which are part of the tourist belt "Siberian tract". The result of the sessions is the bringing to the commodity stage of promising CTCs, from which tourism products can be formed. At this stage, experts from the foreign travel business participate in absentia. At the third stage, the approbation of tourist products is carried out with the assignment of certificates. The register "Siberian tract" includes tourist products that have received a certificate. At this stage, the expert groups for evaluating the tourist product include representatives of the auto community, domestic and foreign travel business.

The development of auto tourism is hampered by the insufficiently high technological level of OTU (hotels, points, catering, car services, etc.), as well as the lack of technological links between and between them. The dissemination of positive experience in building technological chains from the production of OTU to the autotourist, including the establishment of direct business contacts between the subjects of rendering such services in the tourist zone "Siberian tract", is relevant.

It is advisable to consider the possibility of introducing "soft standards" on the Chinese model. Standards must be validated before implementation.

1.2. Relevance of the event. Information systems help to choose the best CTC, OTU and routes for this category of autotourists. Currently, a wide range of information products are used to guide tourists in choosing hotels and buying tickets (https://www.trivago.ru, https://www.booking.com, https://ostrovok.ru, etc. ), choosing and buying excursions (https://tripster.ru, https://www.sputnik8.com, etc.). However, there are few products for car tourists. Exceptions include https://kamaran.ru/. However, this electronic resource is not integrated into the auto-tourist routes tied to a specific territory, it is difficult for them to use it on the way. The project "Siberian tract" has created a groundwork for the development of such a system, there is a prototype (light version) of the electronic version. A pilot project of such a system, including: a multilingual mobile application; road navigation and information dispatching service, developed and tested on the Siberian highway, can be used in the Russian Federation as a whole.

A navigation system for an autotourist should include the following components: a road navigation system; tourist information dispatching service (its prototypes are TIC), software products.
Software products should include blocks of: information system for autotourists; electronic travel designer for autotourists; electronic organizer for autotourists; social network for autotourists. Its creation offers prototyping and testing on structures friendly to the Siberian tract. There should be an interface for inclusion in the system of businesses, as well as an intercorporate loyalty system that awards travel bonuses to autotourists.

The Automobile Tourism Association has paved the way to the Siberian tract!

On August 14-15, 2019 in the city of Tyukalinsk, Omsk region, the III business forum "Siberian tract: realities, potential, business interests" was held. The forum was timed to coincide with the 5th anniversary of the Siberian tract association of intermunicipal cooperation.

In May 2019, on behalf of the Federal Agency for Tourism, a decision was made to implement a pilot project for the development of the Siberian Route network of autotourist routes, and it was instructed to coordinate the preparation of proposals for the implementation of pilot projects in the regions.

The Siberian Tract project aimed at developing inbound and domestic tourism in the Russian Federation was born in the Omsk region five years ago. Now it covers the tourist belt, gravitating towards the historical Moscow-Siberian tract, the modern federal highway and the Transsib.

The forum was attended by representatives of the business associated with auto tourism, institutions providing targeted travel services to autotourists, federal authorities and administrations involved in the development of tourism in the Russian Federation, public organizations, subjects of the Siberian, Ural and Far Eastern federal districts.
